The new circle rates in Gurugram, also called collector rates, came into effect on 1 April 2026 and apply until 31 March 2027. Many established sectors saw increases of 30% to 60%. Flats in Sectors 1 to 43 are now valued at ₹11,550 per sq ft, and flats in Sectors 104 to 115 on Dwarka Expressway at ₹7,700 per sq ft.
The circle rate is the minimum value the Haryana government assigns to a property for registration. Stamp duty is charged on this value or on your agreement price, whichever is higher. A higher circle rate can therefore raise your stamp duty even if the price you agreed stays the same.
What Are the New Circle Rates in Gurugram for 2026-27?
The revised rates were approved by order of the Revenue and Disaster Management Department, Government of Haryana, dated 27 March 2026. The table below shows how the residential plot rate moved in some of Gurugram's best-known areas.
| Area | 2026-27 Rate (per sq yd) | Change |
|---|---|---|
| DLF Phase II | ₹2,17,000 | +45% |
| Sector 25 | ₹1,57,300 | +30% |
| Sector 15 | ₹1,49,600 | +60% (from ₹93,500) |
| Sector 28 | ₹1,35,000 | +45% |
| Sectors 16-17 | ₹1,24,600 | +45% |
| DLF Colony (old) | ₹1,04,900 | +15% |
Not every area moved. Some pockets, such as Gurgaon Gaon at ₹45,000 per sq yd, stayed unchanged, while some agricultural villages around Gurugram and Badshahpur saw increases of up to 75%.
What Is the Circle Rate for Flats in Gurugram?
Apartments and floors are valued per sq ft of built-up area, not per sq yd of land.
| Property Type and Area | 2026-27 Rate (per sq ft) |
|---|---|
| Group housing, Sectors 1 to 43 | ₹11,550 |
| Independent floors, HUDA and licensed colonies | ₹9,700 |
| SPR group housing, Sectors 63, 63A, 64 and 67 | ₹9,425 (up from ₹6,500) |
| Flats, Sectors 104 to 115 (Dwarka Expressway) | ₹7,700 |
The SPR saw one of the sharpest increases this year, in line with the volume of new launches on the corridor. See our Dwarka Expressway property rates guide for current market prices.
Extra Charges Added to the Circle Rate
The base rate is not always the final figure. Depending on the tehsil, the collector rate list can add:
- 20% to 25% for land close to a national highway or major road
- 10% to 20% for plots open on two or three sides, or facing a park
- A higher multiplier for commercial use: commercial land is valued above residential and group housing land
Always read the specific entry for your sector and property type in the official list.
How Does the Circle Rate Affect Stamp Duty?
Example: you buy a 2,000 sq ft flat in Sector 108 for ₹1.45 crore. At ₹7,700 per sq ft, its circle rate value is ₹1.54 crore. Stamp duty is charged on the higher figure, so a male buyer pays 7% of ₹1.54 crore, which is ₹10,78,000, not ₹10,15,000.
For new launches in most sectors, the agreement price is usually above the circle rate, so the agreement value decides the duty. The circle rate matters most in resale deals and in older sectors where it has risen sharply this year. Our guide to stamp duty and registration charges in Gurugram covers the full calculation.
How to Check the Circle Rate of a Property in Gurugram
- Find the tehsil. Gurugram district is split into tehsils and sub-tehsils, including Gurugram, Badshahpur, Wazirabad, Manesar, Sohna, Harsaru, Kadipur, Farrukhnagar and Pataudi. Your property's sector or village decides which one applies.
- Open the official list. The district administration publishes collector rate PDFs for each tehsil on the Gurugram district website.
- Match the entry. Find your sector, colony or village, and use the rate for your property type: plot, group housing flat, independent floor or commercial.
- Apply any loading for road frontage, corner or park-facing position.
- Confirm with the Sub-Registrar before you pay stamp duty, especially if your property falls between two categories.
